The original manga, with a total circulation exceeding 100 million copies, is set in a world where people with supernatural abilities called "Quirks" are commonplace. It follows the story of the protagonist, Izuku Midoriya (Deku), as he aims to become a "Hero" who protects society and battles villains who misuse their Quirks, growing alongside his friends at the prestigious U.A. High School for hero training.

Serialized in "Weekly Shonen Jump" since July 2014, the first season of the TV anime started in April 2016, and three previous theatrical films have been released. This latest movie, the first in three years, features an original story supervised and designed by the original creator Kohei Horikoshi, set in the same timeline as the currently airing seventh season of the anime.

The plot centers on a world ravaged by battles between heroes and villains, where the escaped convicts from villain detention facilities, known as "Datsugoku," are rampant. Just before the final battle between Deku and the villains, a major incident shakes the world.
