The manga Fuuto PI, a direct sequel to Kamen Rider W (the 11th installment of the Heisei Kamen Rider series that aired from September 2009 to August 2010), began serialization in Weekly Big Comic Spirits in August 2017 and has sold over 2.4 million copies. In August 2022, it became the first series in Kamen Rider history to be adapted into an anime, gaining popularity across generations. This film portrays the episode "Begins Night," which was the catalyst for protagonist Shotaro Hidari (voiced by Yoshimasa Hosoya) and his partner Philip (voiced by Kouki Uchiyama) becoming Kamen Rider W. Kenjirou Tsuda has been cast as Shotaro's mentor, Soukichi Narumi, a key figure in the story.

The theme song for this film, titled "Niau Otoko ni Nare" (Be the Man Who Fits), was written, composed, and sung by Koji Kikkawa under the name "Soukichi Narumi." Originally, the Kamen Rider W production team saw Kikkawa as a rare embodiment of "hardboiled" in modern times and offered him a role in the film, which he accepted. Kikkawa fell in love with the world of Kamen Rider W and the character of Soukichi Narumi, giving powerful performances in two films, which he now counts as one of his most significant roles as an actor. His work on the theme song for the Fuuto PI anime, "Crime, Punishment, and Underground," is still fresh in fans' memories. In this movie, Kikkawa once again uses the name "Soukichi Narumi" to perform the theme song, which was written as a message to Shotaro and Philip.

Three additional cast members have been confirmed. Ayumu Murase will voice the young Shotaro Hidari, who admires Soukichi, Satomi Sato will play Saeko Sonozaki, who stands in the way of Shotaro and Philip as the Taboo Dopant, and Jun Fukuyama will voice Nagisa Oshima, an original character created for this film.

In the newly released trailer, viewers can see Soukichi Narumi's iconic line, "Only those ready to get shot can shoot," and the transformation scene into Kamen Rider Skull. Other notable moments include Shotaro's scream while wearing his hat and Philip's line, "Do you have the courage to ride with the devil?"
